So, I believe that is Bob Sapp. Professional fighter in the highly popular MMA(mixed martial arts). He is super popular in Japan, making this even funnier playing off his tough guy image!
I do believe that is the case. It is one of the quirks in life in which I don't understand how someone becomes popular in a culture.
